1. Characters can hear whatever language they can understand and speak whatever language they want, but other characters are not going to hear them speaking something different. The translation spell is intended to make certain that everyone can understand each other, so even if your character intentionally speaks another language, it will translate into something the other character understands. So rather than output/spoken language, it's the input/heard speech that's being translated.
2: While we would leave this up to player's discretion as far as the physical appearance goes. We would not allow a character to come in the form of an infant such as the Arcobaleno from KHR in that case we would request that the character be apped in their adult form as they are an adult character in an infant body essentially and this can blur too many lines of what is allowed for a character to do and what is not based off appearance alone. But an animal form such as a cat would be permissible, however if apped in this form they would remain in this form unless they had animal magic, in which case they could learn to transform into other animals (including 1 human form)
