1: Characters who have two canon forms are allowed to keep both as aesthetic. However, they will not retain any inhuman abilities that come with them (so he would not be able to glide, the wings would just be for looks.) That said, you are correct in assuming that he could control the wind to use them to glide down. (So if he jumped off a roof, he could glide down smoothly, but he couldn't fly up to the roof.) He wouldn't be able to achieve full flight (kinetic would be flight).
2: It will need to be kept to human baseline, minus the adrenaline rush, there is never any time that a canon power is allowed to be used in-game (If we are understanding what you mean here correctly). If he keeps the aesthetic of this that is fine, but the powers will be completely gone and he will not have those abilities, only his Avalon magic.
3: That would have to be nerfed down, as it is unfair to the rest of the player base. While he can learn "faster" than some, it would still take him training, not just tries and study as well as the use of his magic. So where Character X may take six months, he could take four months.
