We are allowing non-human characters to retain their form, except you know just be small enough to walk inside a building. As Nero's ability comes from being a part demon, he will be allowed to change into his demon form only but will be given none of the abilities that go with and it will not affect how his magic operates ie it won't make him stronger, he'd still be on the level he is in human form.
